Dhruba, the FS permission doesn't support some use cases as Hemanth outlined in his last comment.
While I don't think that those are likely cases, I also think that it makes sense to do something
that doesn't tie us to the FS permission model. Should we later discover that we have to move
to the ACL model to support some use case, it would be a difficult switch and painful for
users..
