Steve Loughran updated MAPREDUCE-1414:

Adds a {{waitFor JobHalfDone}} method to {{UtilsForTests}} which times out after a minute
(hard coded, inline), factored its use into both parts of TestRecoveryManager that waits for
a partially-complete job.
