I am proposing that we hold off doing anything to this JIRA until MAPREDUCE-901 is committed.

In the meantime, the items marked B1 - B4 can be done as part of MAPREDUCE-1218. The B1-B4
are not task related metrics (rather, they are TaskTracker related) and are not dependent
on TaskMetrics changes proposed in MAPREDUCE-901.
