This is a blocker. After MAPREDUCE-842, when LinuxTaskController is in use, user's tasks run
as the user and userlogs are owned by users themselves. So cleanup of userlogs of one user
cannot be completed in the child jvm of another user.

Essentially, userlogs' cleanup is completely broken with LinuxTaskController and will hasten
MAPREDUCE-1100 issue. This should be fixed.
