+1 , with thoughts that ContainerQueue should handle scenarios when we try to change the state
of Container queue , the state of ContainerQueue will always be "stopped". 

It  should not be allowed either change during refresh or have a running state.

+1 with the thought that it should not be handled as part of MAPREDUCE-28
