A quick comment:
QueueManager.java

  1. refresh of schedulingInfo in refreshQueue method is incorrect.

       this.root.copySchedulingInfo(cp.getRoot());
      //instead of above line is should be
       cp.getRoot().copySchedulingInfo(root);

    at this stage we know that cp is fully updated. so we can initialize the other containers
in QM.
