A sample counters taken from a webui of JT

                         all reduces waiting

                         after reserving

                        Rack-local map tasks 	0 	0 	5,031
                        Launched map tasks 	0 	0 	13,047
                        Data-local map tasks 	0 	0 	7,981
                        SLOTS_MILLIS_REDUCES 	0 	0 	2,554,721,397

In the above table, the "Rack-local map tasks" is shown as
0(Map) + 0(Reduce) = 5031(Total)
This appears misleading to users.

This counter is available in _COUNTERS_ but not in both _MAP_COUNTERS_ and _REDUCE_COUNTERS_
