2 pitfalls for the delimited format:

1. Empty array has exactly the same serialized format as an array with a single element which
is an empty String.

2. Null array has exactly the same serialized format as an array with a single element which
is Null.

We have to make a choice between the two. After some discussions with Prasad, we've got the
consensus that we should support empty array and null array (which means we are NOT going
to support an array with a single element that is empty or null.)

This is the same as what TCTLSeparatedProtocol is doing.
