Patch 003 rebased to trunk.  It makes assumption that k8s templates are intended to use ozone.docker.image,
and removes the docker.image property from docker-build.  [~elek], let me know if you meant
for k8s template to container apache/hadoop-runner:jdk11.  If this is the case, then patch
001 is the right change set to solve the current issue.  K8s template spelling errors are
independent of this issue.
