I added  [^HDFS-14316-HDFS-13891.001.patch] with some better unit tests and documentation.
This includes HDFS-13274 and HADOOP-13144; otherwise, the concurrent writes in the Router
happen serially and we need too long.
[~brahmareddy], we need to decide what to do with HDFS-13274; otherwise, the Router does not
support high loads for a single user.
