v6 patch fixes failure in TestSCMChillMode. TestRatisPipelineProvider and TestCloseContainerByPipeline
will be fixed by HDDS-1046 and HDDS-1047 respectively.

are being added and pipelines are destroyed. New containers are not created until all the
preallocated containers are exhausted.
