Thanks [~anu] for working on this. Overall the patch looks very good to me.

We can get rid of {{OZONE_HANDLER_DISTRIBUTED}}, as it is of no use anymore.

Since we have only one storage handler, we can remove {{setStorageHandler}} and {{removeStorageHandler}}
methods. We can use {{ThreadLocal#initialValue}} to initialize {{STORAGE_HANDLER_THREAD_LOCAL}}
