[~ajayydv], thanks for the comments; tackled most of them in  [^HDFS-13384.001.patch].
Regarding the subcluster0 being unavailable resulting in 2 DNs available, I also thought the
same and that was my initial intention.
However, I the MiniDFSCluster topology for federated DNs, makes all DNs join all subclusters.
I tried to see if there was an easy way to tune that but I couldn't find it; we should add
one easy way to set that setup up and using in the RBF tests.
Given this scenario, I kept the check when only subcluster0 is slow; once we have the new
setup we can look for only 2 in that case (for now, I would keep that check for completeness).
