What is the goal of the improved testing? It seems we're trying make sure if there are 2 HDFS
clusters with the same KMS, they will each work correctly. Although in theory KMS isn't impacted
by HDFS, I agree having a test to cover it is nice.

I think a more interesting test is with viewfs: have a federated cluster, and make sure all
[CryptoAdmin CLIs|http://hadoop.apache.org/docs/r3.0.0/hadoop-project-dist/hadoop-hdfs/TransparentEncryption.html#crypto_command-line_interface]
work as expected. For example, does -listZones return a union of the 2 clusters? (We may end
up with less line of codes if this is covered as a new TestCryptoAdminCLIWithFederation class
and the test case in xml, but don't feel strongly)
