Patch 2 thanks for some chats with Eddy. Fun bug. :)

Added test to ensure {{BlockPlacementPolicyRackFaultTolerant}} still attempts to tolerate 1-rack-failure if the setup allows - it currently doesn't do that, so improved the best-effort code.
