Thanks for the review Sammi.

I also thought about whether we need to provide state for add / get too. :) I'm not sure whether
the ec admin would need to see the state from those APIs either, m2c is it should be fine
as long as they can get from -listPolicies, and the add / get doesn't return wrong state (as
before the patch).

If [~drankye], [~eddyxu] or anyone else have a strong opinion, I'm happy to coordinate in
this patch.
