The failed tests are related. For example, [TestSaslDataTransfer|https://builds.apache.org/job/PreCommit-HDFS-Build/21039/testReport/org.apache.hadoop.hdfs.protocol.datatransfer.sasl/TestSaslDataTransfer/testServerSaslNoClientSasl/]
Expected output to match /could only be replicated to 0 nodes/ but got:
File /file1 could only be written to 0 of the 1 minReplication. There are 1 datanode(s) running
and 3 node(s) are excluded in this operation.

Please also fix the findbugs warning added in this patch.
