setRandomContainerPort(true) is used so that the container launched by Datanode in the MiniOzoneCluster uses a different port from the default port. The default port might be used by datanode running in the machine.
DFS_CONTAINER_IPC_RANDOM_PORT is set to false so that the container launched in the test uses the port set by the pipeline leader.
