Attached v6 patch..
1. Added FEW_LOW_REDUNDENCY_BLOCKS state. FEW_LOW_REDUNDENCY_BLOCKS case will come only if
all the reported blocks are satisfied and some block are low redundant.
2. Removed retry count. We will handle in another jira.


 bq.  If the status is FEW_LOW_REDUNDENCY_BLOCKS, you could call this.storageMovementsMonitor.add(blockCollectionID,
false);
This is not required I think. If block is low redundant, mean nothing to move so we will add
it back to {{storageMovementNeeded}}
