I changed the number of nodes from 20 (4 racks) to 100 (10 racks) and did evenly spreading
nodes across racks.  The result seems closer to the ideal value.

| trunk w/change | 74.2% | 64.7%  |

I will update the patch so that the test will check for more realistic target percentage.
