Attached a patch that encodes the {{BlockAlias}} into the read and write protocol. This also
adds the {{BlockAlias}} to the {{FileRegion}}.

This work is not yet complete as we need to connect the {{BlockSender}} to the {{FsDatasetImpl}}
and/or {{ProvidedVolumeImpl}}, {{ReplicaMap}}, etc.
