Kihwal Lee reopened HDFS-8818:

Reopening for revert. git won't revert it cleanly since there have been other changes since
the commit.  I manually reverted the changes, except for some of the non-core changes for
configs and logging.  Those seem to worth keeping.  The balancer with the revert is being
tested on a 2,400 node cluster.
