Hi [~jojochuang],

thank you for noting the timeout, I completely forget that I have commented it out during
changing the test itself at some point. Great catch! :)

Moved the test to TestSnapshotDeletion class as requested.

Attaching the changes as HDFS-11515.004.patch.

To the PS:
I have checked into the code and usages, it seems all the synchronization that was introduced
in HDFS-10797 is not really necessary at the moment ({{get/setCounts}}, {{tallyDeletedSnapshottedNodes}},
and {{nodeIncluded}} is involved), as any time a ContentSummaryComputationContext is used
a new instance is created and used by a single threaded computation, but maybe I have overlooked
