the source and destination directories are replicated.
This model sounds good. Made changes to {{DistCpUtils#preserve()}} to apply replication changes
for preserve operation only if both src and dst files are not erasure coded. No changes needed
in {{RetriableFileCopyCommand}} as the backend already takes care of doing the right thing
when creation EC files.
