Due to HDFS-11431, I just updated release note here with adding "Please note that hadoop-hdfs-client
module could miss class like ConfiguredFailoverProxyProvider. So if a cluster is in HA deployment,
we should still use hadoop-hdfs instead." 
HDFS folks, please check if this is proper notes. Thanks!
