Directly changing the {{PathUtils}} may add confusion where this method is called to get the local filesystem path. Ex: {{TestDiskBalancerCommand}}.

TestQuota (and possibly other) usages of PathUtils are to get the randomized HDFS path, not Local Path. Since each running test have its own HDFS cluster to run with, randomness in path not required. It can run with simple path names such as '/testquota/test1'. So I feel for the current issue fix, patch v1 looks better.
