I uploaded a patch which shows 
- Default erasure coding policy information (cell size, num data/parity blocks)
- Total striped blocks
- Total striped blocks size

Information of each directory is shown through WebHDFS currently. So we can modify WebHDFS
to expose erasure coding policy information by directory in HDFS-11394 separately.
