Thanks for working on this. Very useful. On top of review comments from [~andrew.wang], I
have few more thoughts. 
* There are cases where listing open files are needed only under a specific dir and not the
whole system.
* Java API to HdfsAdmin is also very useful for this feature. 
* It will be very useful to return/print the open files instead of dumping them onto a file.

* Testing could add more cases around multiple readers, file opened for append/truncates,
snapshots etc.,

If you are not working on this, can I take up this jira, implement the extra features, incorporate
all review comments and complete the testing ? Please let me know.
