Yes, it definitely could. I forgot to submit the patch earlier, but I just did. We'll see
how bad the damage is. I think it makes more sense to have the cluster not become active until
it is actually fully usable. 

bq. As an alternative, can we simply change the unit test?
Yes, I've also tested another patch that uses {{triggerHeartbeatForTests()}} before calling
{{getActiveNN()}} and it works. I would prefer to put it into the MiniDFSCluster, but if we
can't do that then this will be good enough to fix this specific test.
