Attached patch to send the blocks storage movement results to namenode via coordinator datanode

Hi [~umamaheswararao], In the patch I've added temporary variable holder in {{StoragePolicySatisfier#results}}
to help asserting in unit tests. I think, will push this much needed protobuf changes and
later this part could be revisited as part of implementing the trackId list logic.
