It seems cleaner to remove the volume and re-add it with the new storage type, rather than
mutating the existing volume.  Otherwise, we need to think about synchronization here around
every use of storage type.

There are also some changes that look unrelated, like moving the call to parseChangedVolunes
up several lines.
