bq. But I don't see the point of preserving the order of blkIndices.
I could see data bytes will be written in the order of block indices and I can say its good
to preserve the order. Perhaps [~zhz] can add more if any specific use case. Thanks!

bq. It's just I prefer comparator paradigm. It's easier to understand and modify. I'm ok with
your previous approach
I've refined the previous sorting logic by including the {{stale}} check and added additional
verification points in unit tests.
