Thanks [~virajith] for the work. The overall idea sounds good.

I wonder if this work is only useful in the context of HDFS-9806? If so:

# We probably need a HDFS-9806 design to assess some implementation details here

If the scope is beyond HDFS-9806, could you explain what other {{ReplicaInfo}} types will
be added besides {{LocalReplica}}?
