Hi Kai, I got one more question about {{ECBlock}}. I remember you said we're supposed to get
{{ECChunk}}s from {{ECBlock}}. If that's right, shall we make {{ECBlock}} abstract and and
API like {{getECChunks}}?

Currently however, we directly use {{RawErasureCoder}} to do the work, e.g. in {{DFSStripedOutputStream}}.
This task attempts to encapsulate {{RawErasureCoder}} to comply with the design.
