should require a change.

if canRefreshDelegationToken is (defaulted) to true and without a token present in the UGI,
then on insecure systems it will attempt to fetch a delegation.  Perhaps the

        if (canRefreshDelegationToken) {
{code}

should be

{code}
        this.canRefreshDelegationToken = true;
        ...
        if (canRefreshDelegationToken && UserGroupInformation.isSecurityEnabled())
{
{code}

would satisfy everyone.
