It does not seem correct if we have hflush.  Here is an example:
 blk_0  blk_1  blk_2  blk_3  blk_4  blk_5  blk_6  blk_7  blk_8
  64k    64k    64k    64k     4k     0k    64k    64k    64k
Suppose blk_4 and blk_5 are unavailable.  The code will mistakenly consider this as a full
