Something is going wrong with the Findbugs pre-check.  I'll need to follow up on that separately.

I cannot reproduce any of the test failures, and they are not related to the code changed
in this patch.

The license check warning is a known issue with HDFS tests writing output files outside of
the Maven build root.  This is tracked elsewhere.
