Well, according to https://blogs.apache.org/infra/entry/improved_integration_between_apache_and,
if the PR is against the Apache repo and mentions the JIRA number, we have replication both
ways.  Next time, we'll give that a try.  Has anybody used that in the real world and care
to comment?
