You can do it via (1) explicitly instantiating the templates, and (2) having a generic template
which only contains a static_assert.

The options there seem to be either putting all of the implementation in the header file (messy),
or having a config_impl.h that is included and then once again hides what types are supported.
 Is there a way to forward-declare the specialization without muddying the interface with
implementation?
