Built on top of the HDFS-8766 patch that hasn't landed yet.  If any segfaults pop up it's
most likely because of HDFS-9265.  A temporary fix is to change make_shared_from_this to make_shared
in remote_block_reader_impl.h.

The stuff about tPort in the diff is due to due to diffing against a broken copy of 8766.
 Once that's refactored and/or landed I'll make a new patch and add it here.
