The failing test {{TestHdfsConfigFields}} is tracked by [HDFS-9304].

> We recently found that cross-DC hdfs write could be really slow. Further investigation

ran "hadoop -fs -copyFromLocal" of a 256MB file across DC with different SendBufferSize and
