The fact that libwebhdfs has a dependency on JNI is just a bug.  It's not relevant to the
issue of whether we need something that fills the role of libwebhdfs.

There are still use-cases for libhwebhdfs even with this bug, like supporting transferring
data to previous versions of hadoop that are not compatible with RPCv9.
