Maybe we could set one flag mark along with streamers, and if remote exception happens for
the first time, then the first streamer could set on the flag mark. All the streamers call
{{locateFollowingBlock}} after checking the flag mark, and if it had already been set on,
the following streamers could stop further trying processes.  Does it sounds good to you?
