    Fix Version/s: 2.6.1

[~sjlee0] backported this to 2.6.1. The patch applied cleanly for the most part, except we
dropped changes in ExternalReplicaInPipeline.java which doesn't exist in 2.6.

I just pushed the commit to 2.6.1 after running compilation and TestRbwSpaceReservation which
changed in the patch.
