Issue in the common tests is a bind issue in the unit test:  TestWebDelegationToken was a
bind issue:

java.net.BindException: Address already in use

Is there a way to trigger the tests again to see if they clear independently?  That would
provide some indication whether there is a timing issue with the TestWebDelegationToken test.
