Thank you Jing. I didn't see your latest comment last time.

The updated patch does something similar, it adds an interface {{BlockStoragePolicySpi}} which
can be used to query all storage policy properties of interest to applications. {{BlockStoragePolicy}}
inherits the interface and remains private.

Also fixed a checkstyle issue, the remaining ones are unrelated to the patch.
