Expectation of create with overwrite on open file was changed in HDFS-3755. Before this, NN
used to throw AlreadyBeingCreatedException. So there was no problem.

Source changes looks good. 
In Test, {{balancerStarted.countDown();}} should be called after {{runBalancer(..)}} right?
