HDFS-6662 only partially fixes the problem. The decoding is done by calling {{decodeComponent()}},
which decodes "+" as a space. A "+" sign in query string should be decoded as a space, but
not if in the path.

For proper decoding of path, we can create a {{URI}} object with the encoded string and then
call getPath(), which only decodes "%", not "+".
