I think we can safely delete {{org.apache.hadoop.hdfs.StorageType}}.  This type never would
have been exposed in public APIs in any releases of Apache Hadoop.  It's annotated {{Unstable}}.
 The only possible usage dependency would have been indirectly through the string values configured
in end users' storage policies.  We'll need to maintain that functionality, but it's not really
a dependency at the code level.
