bq. Should the following Preconditions check in INodeFile also check isStriped?

I change the preconditions to assert and add an extra check to make sure the file has no stripe-block
feature. I think currently we can check "isStriped" out of this call considering this check
will be updated later and it usually requires traversing the path upwards. Also the current
patch in HDFS-7837 covers part of this logic.

bq. Maybe we should extend INodeFile#addBlock to handle striped blocks in this JIRA?

Yeah, currently the patch in HDFS-7837 contains this change as well as a test covering it.
